Before you apply for a position, read the further information. It may save you a lot of hassle. For example, it might tell you you're ineligible for a particular programme, or that you are required to submit a research proposal. And no, we will not prompt you for this - it is your responsibility to read the job app properly.
While we're at it: If the job app explicitly states "Talk to the programme manager before applying", then sending in a blind application without doing so looks BAD. The programme manager is bound to vet and pre-select applicants, and if applications are coming in that the programme manager is not waiting for, your chances of getting the money are slim.
When you contact the programme manager, it also helps to have looked over the websites of the research institutes involved and determined whether they do something that you are interested in, or whether there is anybody you would like to work with. Sending the programme manager your CV and asking "Do I do anything of interest to you?" is not such a good idea. If you're doing research in our field, we sort of expect you to know us a little bit better than that.
