I'll be starting on my web site shortly. So far, the layout is pretty basic, hand-coded using EMACS in HTML mode.

Are there any better options out there? Nifty inexpensive (or even free) Windows authoring tools?

Comments greatly appreciated.

I actually prefer writing up websites by hand in vim (as opposed to EMACS, although the effect is still the same).

I would suggest that you avoid FrontPage if you can - it tends to use a lot of built-in M$ functionality that isn't necessarily supported by Unix servers.

I'm not sure what the difference between "HTML authoring" and "HTML editing" software. I use NoteTab Light, which is the freeware version of NoteTab: http://www.notetab.com - but it doesn't do anything but insert paragraph tags and do character conversions for you, if you ask. Everything else will have to be done by hand. But I've used it for three years and have been pleased.

If you're used to Emacs and you're already using all the christmas tree options to display the different tags in different tags in different colours etc, then there isn't really anything that's much better. You can check out EditPlus, which is also free but it's not better than Emacs, just different.

I've got something I use called HTML Assistant. There's a freeware version and a paid version, but I've never needed to trade up.
